THE RESOURCE AND ADVOCACY PROGRAM (RAP)

The RAP engages in advocacy and campaigns on human trafficking and illegal recruitment, with the objective of expanding the network of socially-aware and actively-involved individuals and groups regarding these issues. The RAP also conducts researches, and develops timely and relevant publications and resource materials to deepen the analysis of trends and issues in labor migration.

  1. Advocacy efforts center on legislative lobbying for the efficient and effective implementation of the Overseas Filipinos and Migrant Workers Act of 1995 (RA 8042), the Anti-Trafficking in Persons Act of 2002 (RA 9208), and other laws related to migrant workers, labor and women.
  2. To ensure that overseas Filipino workers (OFWs) and their families are afforded the best protection of the State, the RAP engages in policy advocacy with the government agencies tasked with OFW protection, such as the Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA), the Department of Foreign Affairs (DFA), the Department of Labor (DOLE) and even the courts.
  3. The RAP also engages in media advocacy, by creating partners and advocates within the Philippine and international media, and utilizing their power to inform and influence large segments of the population.
  4. The RAP also conducts fora, discussion groups, workshops and seminars in order to widen the debates and discussions regarding issues relevant to migrant workers and their families.
  5. The RAP conducts researches and keeps an updated databank of relevant information and analyses for program development and advocacy purposes.
  6. The RAP develops, produces and disseminates publications targeting specific audiences, and focusing on issues that are relevant to these audiences. Its regular publications include the quarterly Trends, News and Tidbits (TNT), and the annual Fast Migration Facts and Figures, which compiles all migration-related data and statistics and lends its analyses to these figures. The RAP also produces other information materials for popular consumption such as a six-country report, ABKD ng Illegal Recruitment (The ABCs of Illegal Recruitment), A Primer for OFWs, Balak Mo Bang Mag-Abroad, The Kanlungan Primer on Trafficking of Persons, and other materials, with translations into different Philippine languages.
  7. RAP maintains an up-to-date library, documentation, and information monitoring system that includes a collection of books, journals, online databanks and other publications to serve the needs of researchers, the academe and other non-government organizations.
